You might try charging a figure per balloon.  I did this sort of thing more 
than ten years ago, and I charged $1 (Canadian) per balloon at the time. 
 It more than covered the expense of the helium, balloons, lines and a 
decent hourly wage for the number of people required (2 people for 2 hours 
per 100 balloons).  Obviously prices have gone up so you might want to try 
$2 per balloon.
