I can't remember what is in the Guide about this, and
I only have a minute or two, so no time to look it up.
 I'm going to assume you are using the technique for
making a heart, bending and squeezing the balloon.  I
think you can make it bend more by stretching it more
on the "outside" of the bend.  I apply a little heat
by blowing on it from a deep breath, or by rubbing it
on my leg to create some friction.  Although, this
time of year in cold weather, friction creates too
much  static.

Personally, I prefer using a pinch twist for a more
stable bend.  I think it holds better, especially if
it is going to be handled by people.  With the pinch
twist, you can adjust the angle by changing the size
and location of it.  It's a lot more precise.
