Hmmmmmm.......

How about just a fake prop, a placebo...(like that juice in Space Jam that
gave everybody amazing basketball talent)  an empty spray bottle with
Bruce's suggested label (or similar gross out text) on it, make a big
production out of spraying this invisible "preservative" on the balloon &
then hand it to the child.  Kinda' the, "no muss, no fuss" version.

Unfortunately...the kids I have problems with putting balloons in their
mouths, really shouldn't have them anyway....but.....,maybe if we can gross
out the parents with this "preservative" to the point that they think it is
real....???????   Put "THIS" in your mouth & you'll turn into a frog & then
only a handsome prince can save you!  Or spray balloons with "freckle juice"
(popular kids book).  I think I'm having some fun with your idea Bruce!
