It sounds like a balloon model of a leech - they are known to cling. 
Or - just kidding!

I haven't heard of this exactly, but it sounds to me like a very deep 
hook twist. You can make a very tight spiral with a deep hook twist 
(Patrick Brown showed me this, credited to - I think Sean Rooney, but 
I'm not sure.) Try using a stick or a wooden spoon and making an 8 or 
10 inch deep hook twist and see if that wraps around your wrist. In 
my limited experience, the hook twist matches your description.
