Todd,

They may be CTI balloons.  I have a bag of them, and
at the top, it says "Party Loons Balloons."  These are
the only ones I've seen in neon colors, and they're
260's.  It doesn't say CTI on the bag, but I've cut
off the top of the bag, so maybe it did before.  I
just remember asking my supplier if they were CTI's,
and she said yes.  I have no idea what CTI stands for,
but I originally found them at K-mart with a kit.
