Try tucking the edge of the head between the
ear balloons a tiny bit.  That seems to hold it
in place for me.  The beagle head (in which
the head/snout piece is 2 1/2 - 3 times the
length of the ears, and is wrapped up, over,
and tucked partly between the front edge
of the ears, is much more stable.  I don't
know if my explanation is very good, I'm
sure others here can detail it better.  I teach
best by visual example!
