I have worked at restaurants before and they do not let you wear tip buttons. 
I think it is OK to ask....or just hand him some money and see if he accepts 
it or not.

I know that there are two balloon twisting companies in my area. The 
restaurant pays the company to have the twister there, but the twister only 
gets the money he gets in tips. The company and the restaurant doesn't pay 
the twister a thing.
