I haven't worked the restaurant scene yet, so I don't know the rules of
establishments. For my venues, I have a tip bucket, clearly marked, and I
still have people ask "How much are the balloons?" and even "How much should
I tip?". I usually use a set of comical comebacks (from the BalloonHQ list,
of course).

I don't think there's anything wrong with asking about tips, especially
since there's no sign.
