When I make a Barbie type figure I use the mermaid with legs idea.  I also 
take an uniflated 11" round, cut the bottom and nozzle out of it and make 
her a strapless dress.  Always looks a bit too muscle bound to be Barbie 
to me, but the kids seem to like it.
