You'll find several answers right at the beginning of the "Festivals, 
Fairs, and Flea Markets" section of the "Places to Work" chapter of 
the Guide to Balloons and Ballooning, on the Balloon HQ web site.

Also, if you get any informative answers by private email, please 
post a summary of them to the list so we can all learn from your 
question.
