I found characters (plastic frogs, ducks, etc.) packaged at a dollar store.
(I'm sure they are similar to T Myers, but I believe they are a bit bigger.)
I've seen them around. They come in a mesh bag and I believe it was 8 to a
bag. I bought 24 bags of them (the people thought I was nuts I'm sure)! I
always carry a few in my balloon bag to hand out to the under 2 crowd. I
take a real balloon, pretend to blow it up inside my hands (where the real
character is), then do some motions like I'm twisting away. Then I give the
finished product to the child. THEY don't know any different, and VERY
rarely do I have a parent who complains. They just want something from the
clown.

I've even had children come up and ask me what kind of a balloon that was.
