I also tell them it is for the safety of their child. If they continue to insist. I will give the balloon to the parent, and tell them that I am giving it them. I also am sure to tell the parents of the safety hazards of balloons. I include that I am doing this for the safety of everyone. Remember, balloons can be harmful to ANYONE who puts them in their mouth. There is no age limit. I take the blame off of me and put it on my insurance company. It has worked well for me.
