There is a federal law requiring that all *packages* of balloons sold in
the US be identified as a choking hazard for children under the age of 8
years.  There's no restriction on sales of the balloons, just on the
labeling.  I believe the law also specifies the exact wording that needs to
appear on the package.  There is no law here (that I know of) that states
who may or may not receive a balloon figure.
