There is a kind of birdseed which are little, black and perfectly round seeds.
Sounds perfect to me. I`ve just tried it with exotic bird seed (which is  a
mixture of small seeds), and shaked my heart and my lungs out. No popping.
There is also a bird-friendly effect when using birdseed instead of rice.

When the balloon pops out of the house and the rice is ingested by birds, it
swells up in their little stomachs, and might cause stomach perforation, which
leads to a painful and horrible death for these little critters. Using
birdseed, on the other hand, leads to no problems in this respect and  even
provides them with a good meal.

A small anecdote: right before I got married, I expressed this concern to
friends of mine when they were talking about throwing rice. The result of this
was that, on my wedding day, I did not get rice thrown at me but tons of
different kinds of birdseed. The pigeons must have had a field day !!!
