The only problem with rice is  they have sharp edges...you might 
not think that, but hold a handful in your hand and feel... I would 
think (and this is just my .02 worth) the edges might pop the 
balloon after repeated shakings.

Hmmmm.... 
I can't recall the details, but I seem to remember that our friend 
Olga solved this problem by cooking the rice first.  No sharp edges, 
and it doesn't hurt the birdies.  It went over so well that her friends 
also used cooked rice at her wedding. Surprisingly, the church 
sexton approved, since most of the rice was carried off the 
premises adhering to the happy couple's nuptial garments.
