If you're doing walk-around entertainment, that's very different from what
I'm talking about. I do a stage show where the balloons are the primary
prop throughout my story-telling, and even sometimes during magic routines.
I decorate the stage with bundles of inflated balloons. The bundles add
color to the stage and they provide an easy way for me to get at the
materials I need as I move around.

When I do walk-around, I never pre-inflate balloons. It is hard to carry
around hundreds of inflated balloons, and in order to pre-inflate, you have
to know ahead of time what you're going to do with them. Otherwise,
everything will be inflated to the wrong lengths. Again, that's just my
opinion. Someone else may already have a solution to the problem you've
posed.
