I never make a balloon for anyone under the age of three. Everyone has their 
own age cut off. I offer the plastic animal balloons from T. I call these a 
special balloon that will never pop. Sometimes I pretend to inflate it and 
shape it for the child. On occasion I have a parent or grandparent who gets 
very upset that their under three person cannot have  a balloon. Even after 
explaining to them about the choking hazards with the balloon. I very 
politely tell them that I'm not allowed to make a balloon for anyone under 
three. I do not give into pressure from the adults. Nine times out of ten the 
child is just as happy with the special plastic balloon I just gave them its 
the parents who get upset! For every adult who goes away unhappy I have ten 
people who thank me for not giving the balloon to my little friends. Try as 
we might you can't please everyone.
