Hi Elizabeth...et al!

How about wearing a cummerbund and using that to secure the balloons to your
body?  Magicians sew pockets and compartments for loads into theirs; you
could apply the same principle for your balloons.

As for costume, this depends most on your character.  You could play a
potentially very funny character with lots of scope for humour wearing the
same as everyone else (I assume black-tie) but, as you touched on, go wacky
with the cummerbund, bow-tie, and those inexpensive glittery top hats.
Maybe even matching spats!  There is loads in there!  Alternatively, why not
make the costume add-ons (bow-tie, cummerbund, hat etc) from balloons?  You
could even make a bag/satchel that attaches to your waist to keep your
balloons.  Personally I like to have separate colours handy so unless you
really went to town and made compartments in the bag, I like the cummerbund
idea to keep them on you and separate.  Also, as a cummerbund is
elasticised, it will work very much like the Twist-em Up apron
concept....or, thinking about it, you could just wear an apron.  To fit in
with the formal dress code it would have to black in my opinion.

Just off the costume subject slightly; make black or white poodles from 350Q
or 260Qs and then twist them little 160Q bow ties in contrasting colours
(black-white, white-black), maybe draw spats on their feet?!  I believe that
your 'audience will really appreciate the finer touches (not normally
commented on if they are there, but stand out a mile if they are not) that
you made to present yourself as an entertainer at the formal event.  Good
