Let me get this straight.  You had a shoplifter, and securtiy refused to
help?  I would go directly to the head of evrything, top person in the mall,
and put in a politly worded but rather strong complaint.
"But it was only a 5 cent balloon" won't cut it with me.  Carry a camera,
and take the hooligans picture.  Around here, we ban people like that from
the store/mall/rertail establishment.
