I have found, it is better to beg for forgiveness than to ask for permission 
in many areas. Unless there is someone there already busking for tips with a 
permit, they are usually very greatful to have someone there entertaining. 
Makes their event look better.  Never had a problem YET...<probably will now 
that I have spoken>
