I had to work through this problem when I was writing my book "Gospel
Applications with a Twist"  no character such as tigger, pooh or other
disney/cartoon figures can really, legally be made without authorisation
from those that hold the rights.  I had to change my tigger story, my Dr
Zeuss story and other stories/figures that I made so that the book could be
published.  Any figure that is called by a licenced name such as Pooh,
Tigger can attract royalties etc.  Basically use it without permission and
you run the risk of being sued.

In my case it was better to be sure than sorry
