Subject: Kids and tips

Hello,
  I've been lurking and learning for a while, so I may be new
to you.   I have a question concerning working for tips.
  Although I've worked many times at festivals, they've always
been for a set price, no tips.  Tomorrow, I'll be working an
Olympic event for tips.   My question is: if a kid with no parent
asked for a balloon and (s)he's not holding any money, do you
make the balloon or ask them to get their parent first?   I'm afraid
this will happen alot and I'll then be working for "free".
