I think you have missed the point of this particular warning;
First it says that-"According to the U.S. Consumer Product Safety Commission
(CPSC), of all children's products, balloons are the leading cause of
suffocation death."
This only refers to suffocation from products not all suffocation.

Second and most importantly this warning is not against balloons it is just
calling attention to the dangers of balloons and little kids. here is a
direct quote from the page-

"Balloons can still be a part of your celebrations, but caution, awareness
and vigilance are needed to help keep everyone safe and healthy."

The bottom line is that, just like plastic dry cleaner bags, and abandoned
refrigerators, small children and balloons don't mix.

This is hardly an "epidemic" but I have never give my small children a
plastic bag or a balloon to play with.
